Abstract Glows
Final Image Preview
Steps
1. Open a new canvas about size 300 x 300 with a background of black. Make a new layer and draw a white line (with the line tool, 3px) down the center with some air space along the edges.
2. Go to Filter- Distort- Twirl at around 50% or so. Using a big soft eraser (at least size 100px) erase the top of the line so it fades out. Go to Layer- Duplicate Layer and move the new line slightly away from the first. Repeat a few times and do Edit- Transform for a few to tilt them a bit.

3. Make a new layer and use a size 200px white brush to create a glow at the bottom that covers the ends of the lines. Click at least twice to ensure coverage.

4. Go back to the layers with the lines and for each layer, go to Filter- Distort- Waves and match the settings to around this:

Your picture should look like this now:

5. Make a new layer above everything and use varying sizes of round brushes to speckle the canvas with "stardust" from the glows. Change the blending mode to overlay. (in order to show up, most of them will have to be near the large white glow at the bottom, but you can also put them around the lines).

6. Make a new layer. Go to Filter- Render- Clouds. Then go to Filter- Render- Fibers with the default settings. Filter- Blur- Gaussian Blur with a radius of 3px. Change the blending mode to overlay. While you're blurring, go back and blur a couple of the lines if you want.

7. Make a new layer and apply a colorful gradient (I used a rainbow Angle Gradient). Change the blending mode of the layer to soft light. You now have a beautiful abstract image!

Here is another slightly different variation:
