Dotted Outline

1. Open your image or PSD in Photoshop.



2. Make a new layer. Click on your Brush Tool. Change the brush size to size 3(or whatever the size you want). Make sure the Hardness is at 100%



3. Go to Window- Brushes- Brush Tip Shape and change the Spacing to anywhere between 140 and 160. Also, select the color you want the outline to be.



4. Click on your Pen Tool and start by clicking around the image to make an outline. Connect the two ends when your done. It should look something like this:



5. Right click and click on Stroke Path. Select Brush and press OK. Then, right click again but this time click on Delete Path.



If you think the dots are too bright just Duplicate the dots layer. Now you can add effects and text. Here is my final product:
