Fake Vector
A vector is a picture that can be scaled to any size and still look good and non-pixelly because instead of being made of pixels, it's composed of mathematical instructions, but since you need special programs for this, here's a way to fake one. :)
1. Take the picture you want and make a new file in psp with the picture.
2. Go to Image- Noise- Edge Preserve Smooth (or if you're on an old PSP like I am, it says Median Cut)
Walah! If it doesn't look like enough smoothing, just click on the filter as many times as you need.
