Image Border
1. Take the picture you want and make a new file in psp with the picture.
2. Change your background color to the border color you want.
3. Go to Image- Add Borders, match my settings, and click ok.
4. Ta da! Note that this adds pixels to the outside of your image. Here is a method that doesn't add pixels.
Change foreground color to desired border color, select all, Selections- Modify- Contract, Invert, fill it in, deselect.
