Steps
1. Have a blank white background. Make a big circle with the custom shape tool with the color #c46500 (orange).
2. Add a Gradient Overlay and match your settings to mine:

3. Make a new layer. Select the color #873c01 (brown) and make a long oval.

4. Between the circle layer and the oval layer press all so the oval can go inside the circle. Duplicate this oval layer twice and move the layers so they're not on top of each other.

5. Now duplicate all the ovals and flip them. Move them to the right side.

6. Make a new layer. Make a tall skinny #873c01 (brown) oval and put it on the top of the head. Between this layer and the other oval layers press Alt. Duplicate this layer 2 more times and move them so they're not on top of each other.

7. Go back to the white background layer. Make a new layer. Make a triangle using your custom shape tool. Duplicate this layer and flip it and move it to the right. Those are the ears.

8. Add an Inner Glow to both ears and match your settings to mine:

9. Duplicate both of the ears but take of the Inner Glow. Change the color of both ears to #ab4c00. Scale down both ears a little.

10. Go to the very top of the layers palette and make a new layer. Make a circle that #6fbd01 (green). Add a Black Stroke with the size 3px. Duplicate this layer and move it to the right.

11. Make a new layer above the first eye. Make a black tall oval (as the pupil). Put your mouse between the pupil layer and eye layer and press alt. Do the same thing on the right eye.

12. Make a new layer at the top. Using the Custom Shape tool, make a #fd7878 (pink) upside down triangle.

13. Make a new layer underneath the pink nose. Make a 4px line. Go to Filter- Blur- Gaussian Blur and set the Radius to 0.7. Make a new layer above it. Choose a Circle Assorted Brush size 59px. Click anywhere to add the circle. Go to your eraser tool. Erase Half of the Circle. Duplicate this layer and move it to the right side.

14. Make a new layer. Using your Brush tool use a small circle brush with the color #6d4000. Add about 5 on each side of the nose.

15. Make a new layer. Use your pen tool. Change it to Free-Hand Pen tool and change it to Paths. Go to the brushes. Change the size to 1px. Go back to your pen tool. Draw 3 whiskers. Right click and click on Stroke Path. Choose Brush. Right click again but this time click on Delete Path. Duplicate this layer and flip it. Move it to the left.

16. Viola!!! You're done!!!! Now all you have to do is add text and brushes.
