1. Take the picture you want and make a new file in psp with the picture.
2. Go to Layers- New Raster Layer. Click on the paint brush and brush on some nifty brushes, not going over the edge of the canvas.
3. Click on the Magic Wand and select the brushes you just painted. Go to Selections- Invert, click on the first layer you have (with your picture) then press delete on your keyboard.
4. Press control d to deselect and then delete the layer with brushes.
All done! But as you can see, there's a lot of white space so you should not put sparse brushes everywhere- make it almost solid in the center, then the brushes can be minimal around the edges.
