1. Make a new file in Adobe Photoshop, click on the 'T' type tool and type in whatever you want.

2. With your layers palette open, (if it isn't, Window-
Show Layers) click on the move tool,
then right click on
the text layer (you can right click anything on the layer EXCEPT the
T) and click on Rasterize Layer.
3. Click on Edit- Stroke and change the width to 2 or 3, the color to anything and the location to Outside.
4. Click OK and go to File- Save for Web, and press OK.

To get a double stroke, after you have the first border, go to Edit- Stroke, change the color and press OK.
