Transparent Blog
1. Open a PSP file, any size.
2. Decorate it however you want.
3. Click on the Preset Shapes button (blue and red shapes overlapping). Match my settings, then draw a rectangle the size you want.
4. Double click on the layer and then lower the opacity to around 40-75%.
If you want a border, in step 3 change Style: Filled to Filled and Stroked instead. Your foreground color is the border color and the background color is the fill color.
